Pilot community chosen for Maine Educare center

AUGUSTA, Maine — Waterville has been chosen as the pilot community for a $10 million early childhood education center that is being funded through a public-private partnership.

First Lady Karen Baldacci announced the selection Monday.

The Maine Educare center is modeled on a national program and will serve 150 to 200 mostly low-income children from birth to age 5, providing health care and educational services together under one roof. It is scheduled to open in the fall of 2010.

Baldacci said the center’s highest priority is to maximize the school-readiness and life success of children who are at risk.

Construction is being paid for through private funding, while the ongoing operating costs will come from federal, state and local funds.

Did you happen to notice the last few words in the article? They are "...while the ongoing operating costs will come from federal, state and local funds." Hmmmmm, what does that mean? Are they doing another bond for this little pet project, or will they simply create yet another new tax for Maine residents? Spend & Tax, Spend & Tax, Spend & Tax, Spend & Tax, Spend & Tax, Spend & Tax. Will the insane spending habits in Augusta ever stop?

I think this is a fantastic idea and should be expanded beyond Waterville, and I only know as many details as are in the article. Since private funds will build the building, and the center will serve low-income and children at risk I would strongly suspect that the government funding needed for ongoing operation would tap existing Early Head Start, Head Start, Medicade (TCM), and DHHS Child Care Voucher funding. I would doubt that any new tax would be created. This is really about building a new center with the Educare model that intends to qualify for existing government funds.
